Question:
Why won't WWE just reactivate WCW Title, instead of renaming it WHC and making it a new title?

WWE makes WHC a new title, it has a different title history with WCW Title, means it's a new belt. Also, WWE recognizes Triple H is the first WHC, that means WHC is completely different from WCW Title, only the belt design, but not the history, so it's a different heavyweight title.

WWE reactivate ECW Title and U.S Title, the title history between the wrestlers who won it in WCW/ECW and WWE are in the same page. But, WCW Title and WHC isn't in the same page.
So, why won't WWE just reactivate WCW Title instead renaming it WHC and making it a new title with different history from WCW Title (except for the belt design), like WWE does with ECW and U.S Title?

My opinion is because WCW was the competitor that stomped the WWF for two years straight in the most hotly-contested ratings war in wrestling history, and a lot of fans still remember that. He probably feels that even though the WCW World Title is a very recognizable championship, it might make fans think it is a more important and prestigious championship than his own WWE World Title BECAUSE WCW beat the WWF in the ratings for so long.

Vince owns a lot of regional championships but doesn't use them, mostly because most fans today don't know the history behind them, I think. He brought back ECW because of fan demand. And as a secondary reason, to have a "brand" separate from the WWE in which he could do "hardcore" without...tarnishing the images of RAW and Smackdown, which did take a beating during and after the "Attitude Era".

There have been many "U.S." and "America's" championships throughout wrestling history in various promotions. Vince uses the NWA/WCW lineage for his version of the U.S. Championship because so many big and important names have held that championship. It makes whoever he puts that title on seem to be in historical company, thus his intention is to have the fans believe that whoever he puts his U.S. Title on is as good as Ric Flair, Harley Race, Roddy Piper, Magnum T.A., Ricky Steamboat, etc. He uses the NWA/WCW lineage but he doesn't CALL it the NWA or WCW U.S. Championship. Well, the NWA still exists, so he couldn't use that anyway even if he wanted. And WCW is "on the shelf" and is not relevant to today's fans.

Vince also owns the AWA,WCCW titles and several more. But for some reason, wont unify them.

The WCW world title should be the world title currently being used. And the wwe already had a us title long ago, there was no reason to bring in the wcw version. There was also no reason to create the new tag titles or lose the women's belt.

No, what would that achieve? There is no good reason to change it back to the WCW title because to those fans who watched WCW, like me it will never truly be the WCW title. It is only truly the WCW title if its on WCW. Changing it back to the WCW title wont spark any interest, improve ratings or anything so what would be the point. It would be a very pointless and an unnecessary move to make.

Because Vince is a moron, there are plenty of belts but the only ones he wants to concentrate on are World Heavyweight, WWE, U.S. and the Intercontinental titles

If you haven't noticed, the tag team and divasdivisionss are slowly dying

He doesn't care about the fans, all he cares about is money

Everyone is moving on from that era man. Its not Y2J anymore its 2011. you dont **** with a winning formula so changing a belt is hardly revolutionising the industry the matches are the same old, look at TNA and their belt custom made for hardy , you think they will do that everystar?? you know they sell those belts and make a pretty penny off them and the t-shirts you cant buy the same belt twice!
